The meeting was called to order at 9.15 A.M. by Cochairman Jim Bechtel.
A motion was made by Barbara Traskos, seconded by Joanne DiCamillo and voted unanimously to approve the minutes of June 6, 2005.
1. 90 Lyme Street / Lyme Art Association – Sheila Wertheimer: CofA application for landscaping, entry signage and lighting
Sheila Wertheimer failed to attend the meeting.
2. 1 McCurdy Road – Bob Sullivan: CofA application for partial paving
Bob Sullivan, Clerk of the Works for the new Christ the King Church, submitted a CofA application to pave the driveway to the rectory (1 McCurdy Road) from the iron fence back to the house (no paving from McCurdy Road to the fence). The paving will also include three parking spaces (location not yet determined).
The Commission questioned the additional three parking spaces mentioned in the CofA application. The spaces did not appear on the submitted plan. Until that information is provided, the CofA application will be on hold.
Action: Provide information on parking spaces to the Historic District Commission (Bob Sullivan).
3. Lyme Street – Tim Griswold: Update on Lyme Street renovation project
First Selectman Tim Griswold answered questions on some issues raised by the Historic District Commission.
* The sidewalk in front of the Old Lyme Ice Cream Shoppe will be repaired.
* The telephone poles at the foot of Library Lane will be relocated.
* The sidewalk on Lyme Street bordering the library will be completed in July (2005).
* The color of the blacktop on Lyme Street will fade over time.
* There will be some additional yellow painting along the sidewalk where parking is forbidden.
The Commission prefers “no parking” signs to yellow paint.
4. 7-1 Lyme Street – Jim Bechtel: Vinyl siding
Procedures for getting legal advice were discussed with Tim Griswold who said that the Historic District Commission can get advice from the Town Attorney, Marylin Clarke, or when necessary hire a private attorney (perhaps include in the HDC budget).
Since this issue (vinyl siding of a non-historic building in the Historic District) should not require outside legal advice, Jim Bechtel and Tim Griswold are going to contact Marylin Clarke again.
Action: Talk to Marylin Clarke (Jim Bechtel and Tim Griswold).
5. 54 Lyme Street – Jim Bechtel: Belfry design
The belfry has been modified by Mr. Sweet and the Commission approves of the new design.
Action: None
6. Church Corner – Ken Levin: Report on the meetings of Church Corner Committee
The Church Corner Committee will decide on parallel parking instead of head-in parking in front of 5 Lyme Street at its meeting on July 13th.
The Commission would like all driveway aprons on the Church Corner to be consistent, (either all concrete or all blacktop) although concrete is the Commission’s preferred material. First Selectman Tim Griswold agreed that it is possible to make all driveway aprons consistent.
Action: Aprons will be discussed at the next Church Corner Committee Meeting (Ken Levin).
7. Lyme Street inventory of properties – Ken Levin
All properties in the Historic District have now been photographed.
Action: None
8. Business News – Paul Sagristano & Betty Chamberlain
Betty Chamberlain reported on a seminar to be held in Norwich concerning HDCs and the public (Jim Bechtel is planning to attend).
Paul Sagristano reported that the newly formed Old Lyme Historical Society is still in the organizational phase (looking for an office, etc.).
9. Secretary’s report – Anna Silberberg
A suggestion to hold a Historic District Commission public information meeting was presented to the Commission by Anna Silberberg.
Action: To be discussed at the next meeting (August 1st).
10. Any other new or old business to come before the Commission
a) 105 Lyme Street– Jill & Charles Todd: Fence replacement
Jill & Charles Todd attended the meeting to discuss their plans for replacing the existing 3 foot high fence at 105 Lyme Street with a square (2’’ x 2’’) 4 foot high picket fence and keep the hedge.
Action: Submit CofA application to the Commission (Todd)
b) 26 Lyme Street – Ken Levin: Propane tank
Ken Levin noted that there is a propane tank, ladders, cartons, and a hose on the north façade of 26 Lyme Street that are visible from Lyme Street. Cochairman Jim Bechtel added that visible propane tanks are not allowed in the Historic District.
It was also noted by the Commission that there have been temporary signs alongside Lyme Street such as “Gallery is Open” put up by commercial property owners in the Historic District. It was agreed that the Commission should work to instill a sense of pride in all property owners in the HDC.
Action: Discuss the propane tank in front of 26 Lyme Street with Mr. Pedersen (Tom Keogh).
11. Adjournment
Nina Peck made a motion to adjourn the meeting at 10.50 A.M. The motion was seconded by Paul Sagristano and passed unanimously.
